Matthew Koglmeier
Matthew Koglmeier, admitted to the Arizona Bar in 1982, graduated from Arizona State University with a bachelor’s degree in business (1979) and a law degree (1981). His practice mainly focuses on trial work in commercial litigation, landlord-tenant disputes, and personal injury cases.
Matt is dedicated to continuing education, regularly attending seminars and workshops, and contributing to legal publications. He is an active member of multiple legal associations.
Outside of work, Matt enjoys spending time with his family and engaging in outdoor activities like hunting, fishing, motorcycling, and flying small aircraft.
Scott Williams
Scott E. Williams is an accomplished attorney with Zona Law Group. He graduated from Arizona State University with a Bachelor of Science in 1985 and obtained his Juris Doctor, cum laude, from California Western School of Law in 1988. Scott was admitted to the State Bar of Arizona in 1988 and is also licensed to practice law in Colorado, the Ninth Circuit Court of Appeals, and the Arizona District Court. With over thirty years of experience, Scott has managed thousands of landlord-tenant cases. He is a member of the State Bar of Arizona and serves as the charter President of the Association of Landlord Tenant Attorneys.
In addition to his legal expertise, Scott is a skilled computer programmer. He has played a key role in developing customized software that is utilized both within our office and by our clients through our office portal.
Amy Toppel
Amy Toppel graduated from Chicago-Kent College of Law in 2002 with a concentration in employment law and a certificate in the employment law program. After completing her studies and relocating to Arizona from Chicago, Amy began practicing in all aspects of landlord/tenant law. She represented property management companies and owners in eviction actions and defended against civil complaints.
Following her practice in landlord/tenant law, Amy took a hiatus to raise her family. Upon returning to work, she served as a defense attorney at a civil litigation firm specializing in insurance defense and personal injury. Subsequently, Amy worked in-house at an insurance company, continuing her focus on personal injury and insurance defense, including defending jury trials, mediations, and arbitrations.
After another brief break from legal practice, Amy returned to landlord/tenant law in 2021. She now works part-time handling evictions and defending property management companies, thus returning to the area where her legal career began.
Amy is a member of the Maricopa County Bar Association and is admitted to the Arizona bar. In addition to her legal career, she has been a yoga instructor since 2012. Amy has three sons and enjoys reading and spending quality time with her family.
Mark Zinman
Since 2005, Mark Zinman has specialized in multi-housing and single-family residential property management. He handles litigation, advises on daily operations, and helps develop operational policies to avoid unnecessary legal issues.
Mark was the first Attorney elected to the Executive Committee of the Arizona Multi-Housing Association (AMA), served on its board multiple times, and is the exclusive attorney member of the Arizona Real Estate Investor Association (AZREIA), contributing articles to their newsletter.
He educates clients on landlord-tenant and fair housing laws, regularly presenting classes and previously teaching at the Arizona School of Real Estate and Business. Since 2016, he has been a member of the Institute of Real Estate Management and has testified before the Arizona legislature on related matters.
Originally from Canada, Mark moved to Phoenix early in life. He earned his undergraduate degree from the University of Wisconsin-Madison and his law degree from Tulane School of Law. After law school, he returned to Phoenix to start his family and career at Zona Law, where he has practiced since graduation.
Christopher Welch
Christopher Welch was born in Wyoming and relocated to Las Vegas, Nevada with his family during his high school years. He pursued his undergraduate studies at the University of Nevada, Las Vegas. Following college, he and his family moved to Arizona where he attended law school.
Upon completing law school, Chris joined what is now known as Zona Law. He has been practicing with the firm since his graduation. Chris is dedicated to helping his clients avoid potential issues before litigation becomes necessary, whenever possible. He regularly conducts classes related to fair housing, property management, and landlord/tenant issues. Additionally, he is a member of the Arizona Multihousing Association.
Outside the office, Chris enjoys watching movies and spending time with his wife and four daughters.
Spencer Dickson
Spencer Dickson was born and raised in the D.C. metro area. He attended Brigham Young University as a Gordon B. Hinckley Presidential Scholar, receiving a full tuition 4-year academic scholarship. He pursued his legal education at Arizona State University, where he served as managing editor of the Arizona State Law Journal.
Since beginning his legal practice in 2014, Spencer has specialized in representing landlords in disputes with tenants. Prior to joining Zona Law Group in 2023, he owned and managed his own firm. Spencer frequently delivers legal updates to trade organizations and property management clients.
In addition to his professional accomplishments, Spencer is fluent in Spanish and Portuguese. He is an avid triathlete, enjoys hiking, and values spending time with his wife and three children.
Teran Porter
Teran was born in Denver, Colorado and later moved to Scottsdale, Arizona, where he continued his education and developed his interests. He pursued an undergraduate degree at Arizona State University, graduating summa cum laude. Following his undergraduate studies, Teran advanced his education by enrolling at the University of San Diego School of Law. During his time there, he interned with the City of Chicago’s Torts Division, gaining valuable experience defending the city and its employees in various cases, including slip and fall incidents, medical malpractice, and police pursuits.
Upon earning his law degree, Teran joined Honeywell’s legal department, focusing on diverse legal matters within the aerospace industry. In 2021, he transitioned to Zona Law, specializing in landlord-tenant matters. At Zona Law, Teran navigates the complexities of property law and advocates for clients in disputes, a field he finds both challenging and rewarding.
In his personal life, Teran is an avid golfer and hockey enthusiast. He also enjoys embarking on adventures with his wife and two dogs.
Tatianna Dunne
Tatianna Dunne specializes in multi-housing communities, single-family residential property management, manufactured home communities, and recreational vehicle housing communities. She handles litigation and advises on daily operations, helping to develop effective policies and procedures to prevent disputes.
A key part of her practice is educating clients on relevant laws, including fair housing regulations. Tatianna is a frequent presenter at landlord-tenant and fair housing seminars.
Originally from Southern California, she moved to Arizona for her education. Tatianna graduated Summa Cum Laude from Grand Canyon University with a B.S. in Justice Studies, then earned her J.D. from Sandra Day O’Connor College of Law at Arizona State University in 2021. She joined Zona Law Group PC in 2022.
Scott Baluha
Scott Baluha graduated from Alfred University in New York with a Bachelor of Arts in 1999 and from Phoenix School of Law with a JD in 2012. Scott was admitted to the State Bar of Arizona in January of 2013 and is also licensed to practice law in the U.S. District Court for the District of Arizona.
His previous legal experience includes work at both a statewide collections firm and a multi-state collections firm, where he focused on retail and commercial collections. He represented clients in creditors’ rights matters including garnishments, collections, executions, and negotiations. His client base included national banks, landlords, and small business owners.
Before starting his legal career, Scott worked in various fields, including as a subrogation manager at a national insurance company and as a small business owner of a retail establishment in New York. As a subrogation manager, he assisted single-family homeowners and apartment complex owners with reimbursement for losses. As a business owner, he gained insights into assisting small business owners with achieving their objectives.
At Zona Law, Scott represents manufactured housing communities and recreational vehicle resorts across Arizona. His responsibilities include handling evictions, fair housing complaints, and department of housing defense. He also conducts manager training classes for the Manufactured Housing Communities of Arizona and teaches at their annual conference.
Scott has extensive litigation experience and has appeared in numerous cases as attorney of record for trials, oral arguments, and other hearings. His combined experience as a litigator, business owner, and insurance professional enables him to effectively assist landlords with their needs.
